A roof replacement starts with stripping the old covering back so the deck underneath can be inspected. Damaged sheathing is replaced at this point — covering it over is the shortcut that causes problems a few winters later.
From there the underlayment goes down, followed by the new shingles, with particular attention at the valleys, edges and around any penetrations. Those details are where roofs actually fail.
